Winter Checkout Challenge continues until Feb. 28th; signing up at any branch will get you a free tote bag, and a mug upon returning a completed challenge bookmark, while supplies last
After many months of renovation the Mt. Washington branch reopens Feb. 14th, with ribbon cutting at 10 AM and festivities until 4 PM‍
Downtown branch's Makerspace reopened yesterday (Feb. 3rd) after repainting, re-carpeting, and upgrading furniture and equipment

Snow and Ice Removal

Ohio Revised Code 723.011 authorizes the City of Cincinnati to require property owners to remove snow and ice from abutting or adjoining sidewalks in a timely manner.

What does this mean?
A property owner is responsible for keeping his or her property safe. If a postal worker, delivery worker or a visitor falls because you didn’t shovel and salt your walkway, you could be responsible for covering that person’s injuries.
Am I liable if I shovel my sidewalk and it freezes again, then someone falls?
The Ohio Supreme Court has affirmed residents can comply with Municipal Code’s requirement to shovel their sidewalks without assuming liability to others who may slip and fall. The only time a resident may become liable is when they permit or create a dangerous accumulation of snow that results in personal injury to another.

Section 723-57 of the Cincinnati Municipal Code requires property owners to remove snow.
Section 723-59 of the Cincinnati Municipal Code requires property owners to remove ice.
ORC 723.011 (Ohio Revised Code) The penalty for violating these sections is a fine of $25.

Please be a Good Neighbor: Do your part in helping fellow residents and visitors – especially the elderly and those with disabilities – navigate through the difficulties of winter.

Snow Emergency declared until 26th

City Manager Sheryl Long declared a Snow Emergency effective 7 PM last night (Jan. 23rd) through Monday, January 26 at midnight.

Vehicles parked on official snow emergency routes may be towed and fined; these should
Use driveways, garages, or off‑street parking whenever possible to help snowplow crews navigate safely
If you must travel, drive slowly and give snowplows plenty of space

A major winter storm is expected to bring 8–12 inches of snow and dangerous cold this weekend. The city began pretreating roads on Monday night, and has plenty of salt (20,000 tons) available.

Department of Public Services begins 12-hour shifts around the clock at 7 AM today. Plowing of residential streets may be delayed if there is heavy accumulation on major streets and emergency corridors.

The city will open the extreme winter daytime shelter at the St. Anthony Center (1615 Republic) from 6 AM to 7 PM, starting on the 23rd to through Friday the 30th. Food, warming space, and transportation to Shelterhouse for overnight stays will be available.

Update: the city's snow plow tracker map is now active, and shows which streets have been pretreated, salted, or plowed.

Trash, recycling, and other collection services are delayed by one day and will begin Tuesday (27th)
City Buildings are closed to the pubic Monday (26th), and the Economic and Cultural Opportunity and Budget, Finance & Governance Committee meeting for that day is cancelled

Motion regarding HP Square Proposed Development

At their January Monthly Meeting, HPNC adopted the following motion:

‍We move that the Hyde Park Neighborhood Council (HPNC) creates an Ad Hoc Committee regarding the Hyde Park Square (HPS) Development. The HPS Development Ad Hoc Committee will be a working group that makes recommendations to HPNC related to the development. The Committee will: 1) Represent key community stakeholder groups to provide a consistent, cohesive voice regarding the development; 2) Create and lead development of a Community Benefits Agreement (CBA) with the developer and City; and 3) Monitor revisions to development plans and adherence to CBA, as well as other duties as mutually agreed with the HPNC Board.

Hoxworth Blood Drive at Library - Dec. 23

Street Treatment Winter Operations

During Winter Operations, the city Department of Public Services will be treating and plowing streets to keep them passable. The snow plow tracker is linked below, though the map is only active during "full winter response operations" when there are crews are working all hours of the day and night to clear and treat the streets. During such times, the city recommends:

Giving crews plenty of space to work
Using off-street parking if possible—parked cars make plowing harder
Keeping an emergency kit in your car (blanket, snacks, flashlight, phone charger)
Slowing down and allowing extra time for braking, especially on bridges and hills

Statement regarding Square Development

As part of our ongoing commitment to transparency, HPNC distributed the attached press release on October 28, 2025, to update the community regarding the proposed Hyde Park Square development.

The Developers have recently engaged HPNC in a series of constructive conversations. To date, HPNC has not agreed to or taken a position in support of any specific concept or development plan. While dialogue has been positive, there are no further meetings scheduled at this time as the Developers consider their next steps.

HPNC has not received any information regarding future submissions or anticipated timelines.

WCC: Community Council Forum - October 21st

Woman's City Club (WCC) is holding a free public forum titled Cincinnati's Community Councils: a crucial link or an obstacle to development? from 5:30 to 7:30 PM on Tuesday, October 21st at the First Unitarian Church (536 Linton St.) in Avondale.

There will be a reception from 5:30 to 6 PM, then a panel discussion from 6 to 7 PM where,

Metro bus route change public meetings

Metro is requesting feedback for proposed changes to bus route 11, which includes splitting a branch of it off into a separate route 10. Note that this new route 10 still only goes as far east as Marburg on Erie Ave. when in East Hyde Park. There will be three public meetings this month, where riders can give feedback:

Oct. 21 from 5-7 PM at the Downtown Public Library
Oct. 22 at 10:00 AM in a Zoom call (registration appears to be required)
Oct. 22 from 5:30-7:30 PM at the Madisonville Public Library

The HPNC has voted and the following motion has passed:

HPNC continues to support adherence to the City's existing zoning laws and the UDOD rules in Hyde Park Square, with limited variances. At the current time, HPNC has not taken a position on potential variances and exceptions in connection with any prospective development in Hyde Park Square. Any new applications will be considered on their own merits.

PWC volunteer request for Prepare Affair event

People Working Cooperatively (PWC) is running its fall Prepare Affair event to help elderly and disabled homeowners prepare their homes for winter by raking leaves and cleaning gutters. This year, Prepare Affair is on Saturday, November 15th from about 09:00 AM to 01:00 PM, with a lunch back at PWC’s campus (at 4612 Paddock Rd.) afterwards. While the 15th will be the “main day” of the event, teams can pick a different day in November that works better for them.

You can volunteer by registering online or contacting the volunteer department at (513) 351 7921. You can put together your own crew and be a crew leader, join an existing crew, or volunteer independently.

Changes to the Metro bus routes will take effect tomorrow, with a new bus route (8) starting the day after:

As part of ongoing efforts to enhance the customer experience, starting August 17, 2025, several Metro fixed routes will see route and/or schedule adjustments. These updates include the introduction of the new Rt. 8 Blue Ash–Silverton service, which launches Monday, August 18.

Schedule and/or route adjustments will take place on the following routes: 2, 3X, 4, 11, 16, 17, 19, 20, 21, 22, 23X, 24, 27, 28,29X, 31, 37, 40, 41, 43, 51, 64, 65, 71X, 72X, 75X, 81. These improvements are designed to enhance the system while directly addressing the evolving needs of our community.

Edwards Rd. closure between Wasson and Madison starting June 9

HPNC received the following alert from DOTE (Dept. of Transportation/Engineering) Monday morning:

Edwards Rd between Madison Rd and Wasson Rd will be closed to vehicle, bike, and pedestrian traffic starting Monday, June 9, for intersection reconstruction. This will be a 6-week closure for northbound traffic and then a 6-week closure for southbound traffic.

The Wasson Way Trail will be impacted; trail users should follow the posted detour routes.

Clearly, this project will significantly impact traffic during this extended construction period. It will also have major impacts for the businesses along Edwards Rd., We will keep you in the loop when we receive further updates from DOTE.

Annual Meeting - Tuesday, May 13th

Please join us Tuesday, May 13th, at 7:00 PM, for our annual meeting, where we will recognize our Students of the Year and Neighbor/Person of the Year, and hand out our Community Builder awards.

The meeting will be held at Hyde Park School (3401 Edwards Rd). Signage and some of our Trustees will be available onsite to direct you to the meeting room. For those driving, please park in the lot off of Edwards.

During this meeting we will also be holding our annual Board of Trustees election. The 2025 ballot is available here. If you would like to vote in the election, please make sure you are current with your HPNC dues. You can make the $20 annual membership payment, or any other supportive donations, via our PayPal page, or by mailing a check to our PO Box.

Hyde Park Plan Meeting - Monday, April 28th

As a reminder, there is an Open House to explore the draft neighborhood plan for Hyde Park this evening. The meeting will run from 6:00 PM to 8:00 PM at the Eastside Recreation Center (3900 Paxton Avenue, Cincinnati, OH 45209). As the format is an Open House, feel free to come anytime within that window to learn about the plan, provide feedback on the goals and strategies, and talk with Steering Committee members. If you haven't already, you can register in advance here.

City HP Square Planned Development Vote - April 22nd

All members of city council will be voting on the Planned Development rezoning proposal for Hyde Park Square tomorrow, Tuesday April 22nd, 2025, at 1:00 PM at a meeting of the Equitable Growth and Housing Committee. The meeting will be held both virtually (Zoom) and In Person (City Hall):

Special Meeting - HP Square Development - Wednesday, April 9th

City Council members Anna Albi and Seth Walsh will join us for a public listening session so members of our neighborhood can share thoughts about the Planned Development. This has been scheduled for Wednesday, April 9th, from 6:45-7:45 PM at Hyde Park School. Please park in the lot on Edwards Rd and follow signage to the meeting room. Several folks from HPNC will try to be available to help with foot traffic, too.

Please note that this Special Meeting will be in addition to the HPNC monthly meeting we will have on Tuesday, April 8th.

We have also learned that April 22nd and April 23rd are the earliest possible dates that the Equitable Growth & Housing Committee and full City Council could vote on the proposed Planned Development for Hyde Park Square.

Between now and then it is imperative that we keep up the pressure on City Council, and share our opinion on the Planned Development. Should you wish to reiterate the position HPNC has on the matter please review the motions we’ve passed via the Neighborhood Updates section on the HPNC website.

2025 Bylaws Update

As discussed at our March meeting, we are required to update our bylaws to include two additional statements regarding membership in order to remain eligible for funding through Invest In Neighborhoods. Social Services Day Eastside 2025

Social Services Day Eastside will be held on April 12th from 10am-3pm at the newly renovated Eastside Recreation Center, at 3988 Paxton Avenue.

Social Services Day aims to provide a comprehensive range of resources and services to the community.

Along with food and fun, the event will focus on providing information about services that promote resiliency and sustainability. Through the collaboration of City Departments, Community Partners, and Local Businesses, we will create a one-stop-shop experience for resources the City of Cincinnati has to offer.

As many of you have likely heard, on Friday the City Planning Commission met to discuss the proposed zone change requested by HPSRD, LLC. The meeting lasted almost six hours, and a recording can be viewed on archive.org.

Despite the overwhelming opposition from the residents, business owners, and civic organizations, the Planning Commission voted 3-1 to approve the zone change, via adopting the following motion:

I would move that we approve item 1 as the original application, under the condition, however, that it complies with the rear massing and scale adjustments and private driveway location change set forth in the revised application.

While disappointing, the proposed zone change will now face two votes by City Council.

It is critical for Hyde Park and our fellow Cincinnatians to contact City Council to ask them to vote against the Zone Change.

And as you contact City Council, please remember that the single “No” vote at Friday’s hearing was from Vice Mayor Jan-Michele Kearney. Thank her for listening to our concerns. We now need to help the other eight City Council Members understand we support development, but not the Zone Change. The existing zoning should stay in place.

This meeting is scheduled for Friday March 7, 2025, at 9:00 AM. The meeting will be held both virtually (Zoom) and In Person (City Hall):

During our Tuesday, February 11th meeting Hyde Park Neighborhood Council unanimously adopted two motions regarding the proposed Planned Development for the south side of Hyde Park Square.

The first motion adopted was:

‍The Hyde Park Neighborhood Council Trustees agree with the Zoning Committee’s letter (February 6, 2025) and find that the four (4) criteria of CMC Section 1429-11(a) are NOT satisfied by PLK’s Planned Development (PD) Petition. We ask the Planning Department and Planning Commission to deny the Petition.

‍The second motion adopted was:

‍I move that HPNC retain counsel to support our position regarding the Planned Development proposed for Hyde Park Square. If the public is interested in adding to this cause we will accept unrestricted donations via our website or via a check made out to HPNC.

Motion regarding HP Square Planned Development

The Hyde Park Neighborhood Council unanimously adopted the following motion at our Monthly Meeting on Tuesday, January 14th:

‍The Hyde Park Neighborhood Council’s motion of November 12, 2024 is revised and replaced by the following:

The Hyde Park Neighborhood Council (HPNC) values the historic nature, architectural integrity, and pedestrian scale of our Neighborhood Business District. While we welcome new investment, we believe that keeping the current zoning regulations (CN-P-B and UDOD #4) intact and undiluted is integral to preserving what is not only a neighborhood gem but is also a Greater Cincinnati treasure.

HPNC supports and encourages the redevelopment of the underused parcels that currently have single story, non-contributing structures at 3434-3442 Edwards Road, 2719-2725 Erie Avenue, and 3439-3449 Michigan Avenue, subject to the following:

‍The proposed seven story buildings (85-90 feet) are too tall and, therefore, are unacceptable. Michigan Terrace (3500 Michigan Ave.) is not a relevant precedent for the proposed buildings’ height.
‍Unless explicitly stated otherwise below, a maximum height of 50 feet (as required by the current CN-P-B zoning), with minimal height variances (less than 10%, or 5 feet), is required for all new buildings.
‍A variance for a new, five story mixed-use building at 2719-2725 Erie Ave. is acceptable, but the new building should not exceed the height of the A’Laise building (61 feet, +/-).
‍A new, four-story mixed-use building fronting 3434-3442 Edwards Rd. and 3439-3449 Michigan Ave. with minimal height variances (less than 10%, or 5 feet) is acceptable.
‍A Planned Development (PD) for a “boutique hotel” use is acceptable with the height restrictions, as defined above.
‍Parking and loading spaces for all buildings and all uses in a new PD shall follow the requirements in Chapter 1425 of the Zoning Code of the City of Cincinnati.
‍All signage and exterior lighting in a new PD shall follow the CN-P requirements in Chapter 1427 and Chapter 1437 UDOD #4 of the Zoning Code of the City of Cincinnati.
‍The PD shall follow all sound and noise ordinances applicable to CN-P-B zoning districts.‍

Yesterday morning, we received formal notice from the City of Cincinnati about the formal Planned Development proposal submission for Hyde Park Square. We have not yet had a chance to review the proposal in its entirety, but you can find information about the proposal here.

We were also notified about the formal date for the virtual Public Staff Conference for the proposed zone change. This virtual meeting will be held on Tuesday, January 28th, 2025 at 6:00 PM. The meeting will be held over Zoom, and the notice can be found here. Should you wish to attend the Public Staff Conference you can register to do so here. We suggest you download Zoom in advance so you can join quickly.

As many of you know, we have been working closely with the appropriate City of Cincinnati departments, as well as the development group, to ensure everyone has the latest information regarding the proposed development on the south side of Hyde Park Square.

For those not present at our meeting in November, the following motion was passed:

The Hyde Park Neighborhood Council (HPNC) supports redevelopment in Hyde Park Square. As discussed at our September monthly meeting, we are open to a development that is 50 feet tall at the perimeter, has upper floor setbacks similar to 3500 Michigan (“Michigan Terrace”; Lululemon), is no taller than 3500 Michigan, and that improves the overall parking situation in Hyde Park Square. Unfortunately, the proposed Planned Development is 60 feet tall at the sidewalk, has smaller setbacks than 3500 Michigan, is taller than 3500 Michigan, and appears to make the parking situation worse. As a result, HPNC opposes the proposed Planned Development. HPNC wishes for the existing CN-P zoning to remain in effect.

Their intent for the website is to inform and educate the public and make everyone aware of how they can work to affect the outcome of this proposed development. The site also provides information about important dates regarding public hearings that will be held in the coming weeks/months. Please note that these hearings are not yet scheduled, but we will provide updates via email and social media channels once we have firm dates and times.

Fountain Lighting on Hyde Park Square

Join us Saturday, November 23rd from 4:30 PM to 7 PM to kick off the holiday season and celebrate the lighting of the fountain! Bring the whole family. There will be a story time with the library at 4:30 PM and photos with Santa Paws (and your pup!) at the Firehouse for little ones, DORA drinks at lots of restaurants for the grownups, and plenty of local businesses who can help you cross things off your gift list.

There will also be music from vocalist Elaine Diehl and keyboardist Jim Swartout - including a community singalong with Christmas carols.
Music is from 5 PM to 7 PM. Square Lighting is at 6 PM!

Motion regarding HP Square Development proposal

We wanted to provide the community with an update following or November 12th meeting. After several months of public presentations, surveys, and meetings with our Zoning Committee, the developers asked the HPNC trustees to vote on their proposed concept plan.

In response, the HPNC trustees unanimously passed the following motion:

The Hyde Park Neighborhood Council (HPNC) supports redevelopment in Hyde Park Square. It will be held in the Multi-purpose Room on the first floor of the Hyde Park School at 3401 Edwards Road. Free Trees - Cincinnati Parks Fall ReLeaf Program

There are still Free Trees available via the Cincinnati Parks Department's Fall ReLeaf tree program. Since September 21st, eligibility has expanded to include applications in neighborhoods with >40% tree canopy, which includes Hyde Park.

To apply you must be able to pick up your tree on one of a few days in mid-October, and the department does ask that you,
"Please ONLY apply for a free tree if you are dedicated to picking up and planting in your front or backyard."

There are still a few trees left (12 shumard oaks) at the time of writing.

A new Long Range Plan for Hyde Park is finally nearing completion, after much time and thought from a Steering Committee of residents and business owners, working with City Planning Staff. Halted by COVID and then slowed by the need to make major updates to previous work, the plan is entering its final conception stages. Public meetings will be held on the completed plan, hopefully in Fall 2024, but the Steering Committee wants to seek your input now.

Please come to What's Up, Hyde Park? on Monday, June 3, at 6:30 PM, in the meeting room of the Hyde Park Library. This public meeting, open to all Hyde Park residents, businesses, and property owners, is both a conversation and information session on issues that matter to you:

Requesting Engagement - Connected Communities

The May 17th Planning Commission agenda contains a single item: Connected Communities.

For those unfamiliar, the Connected Communities legislation, at present, contains proposed text amendments modifying multiple Chapters of Title XIV, “Zoning Code of the City of Cincinnati,” and Title XVII, “Land Development Code,” of the Cincinnati Municipal Code.

We are requesting that those of you with strong opinions please engage and consider joining the Planning Commission meeting.

During the meeting the full report (available at the link below) will be presented by Planning Staff. They will then allow for anyone from the Public to provide comments for up to 3 minutes. This will be followed by Planning Staff discussion and then likely voting.

Annual Meeting Bylaws Modification

At the April HPNC meeting Membership voted to adopt new bylaws. During the discussion prior to the vote a number of issues with the bylaws were raised. Rather than delaying the vote, as a number of members of the audience made very clear they had joined because of the previously announced vote, the HPNC President decided to hold the vote. Prior to making this decision it was agreed that a second vote would be held at the May meeting regarding the slight changes proposed. To that end, we are sharing a modified version of the bylaws adopted at the April meeting, which reflects those changes. We will be requesting a vote on these modifications as part of the May meeting.

Notice of Withrow tennis court development meeting

Notice of city's Healthy Neighborhoods Committee special meeting in Mt. Lookout

The Mount Lookout Community Council will be hosting a meeting of City Council's Healthy Neighborhoods Committee on Wednesday, February 21 from 5:30 to 7:00 PM at the Kilgour School Gymnasium (1339 Herschel Ave.)

While the panel will include Mt. Lookout representatives, all members of the public are encouraged to attend. There will be refreshments and an opportunity to ask questions and give input; however, as a Cincinnati City Council meeting, one will need to fill out a speaker card to be given time, and be limited to only 2 minutes.

The meeting will be broadcast on the city's CitiCable webpage — A notice for the meeting is available in docx format on the Kilgour PTA website — as is a small poster image.
